June 18 (Reuters) - Switzerland is pressing ahead withtighter regulation for its global banks UBS and Credit Suisse. Following are some key elements and proposals from Swissregulator FINMA and the Swiss National Bank for the newregulatory regime in Switzerland: CAPITAL REQUIREMENTS * The two banks will have to hold increased capital buffersabove the Basel II minimum requirements Starting on Jan.

12013, they will have to meet a minimum ratio (capital as apercentage of risk-weighted assets) of 12 percent. * The ratio will have to rise to as much as 16 percent ingood times, defined as periods of at least two years in which abank generates profits of at least the normal industry level. LEVERAGE RATIO * UBS and Credit Suisse will have to hold capital as apercentage of (unweighted) assets of at least 3 percent at grouplevel and 4 percent at bank level -- and higher in good times. * The ratio calculation excludes domestic lending (exceptinterbank) and selected assets used in central bank repos. * The SNB wants banks to meet at least 5 percent in goodtimes. REMUNERATION: * FINMA has published a proposal for rules on bankers' pay,which the industry can now comment on. * Under the proposal, all banks in Switzerland would have toensure, among other things, that high risk incurred by employeesmust result in lower variable remuneration than low risk.

* Bonuses should only be paid when the group is profitableand all award criteria should be long-term oriented. LIQUIDITY AND STRESS TESTING * New requirements are planned to be introduced for the twolarge banks in 2009 and extended as appropriate to other banks. * Banks must demonstrate their ability to withstand aliquidity crisis on the basis of scenarios defined by FINMAcapturing bank specific and market wide stresses. * The SNB said the new regime will take into account on- andoff-balance sheet operations and the focus will be on severerather then moderate stress scenarios. * FINMA is developing a "building block approach" tosupplement the existing top-down stress tests coordinated by theSNB. Large banks are required to submit sensitivity analyses fortheir main risk clusters which FINMA uses to assess the impactof its scenarios.
